The summer capital of Jammu and Kashmir is Srinagar and the winter capital is Jammu. what could be the reason behind it?

The summer capital of Jammu and Kashmir is Srinagar because Srinagar is the most suitable place to control the political and functional working. As it is located nearly in the middle of the populated area of Jammu and Kashmir. ... So it becomes a compulsion both functionally and geographically to move the capital from Srinagar to Jammuin winter.
