Yes this is due to the refraction of sunlight

this phenomenon happens due to atmospheric scattering of light...

the light Ray's from the sun upon entering the atmosphere undergoes continuous refraction and bends a little... so the path of light becomes curved... hence the rays will be visible a few minutes before a sunrise and after a sunset
