The sun appears flat when near the horizon due to the refraction of light.The atmosphere is made up of different layers of air,each having a slightly varying refractive index.The refraction of light by these different layers causes uneven bending of sunlight,which,therefore causes the light coming from the top layers to bend less than light coming from bottom layers of the atmosphere.This is the reason.
