the sun raises two hours earlier in arunachal Pradesh as compared to Gujarat in the West but the watches show the same time .how does this happen?

India longitudnal extend is from 68 degree 7 mintues' east to 97degree 25 mintues' east and there is a difference of 4 mintues from gujarat to arunachal pradesh so therr is a time lag of 2 hours. To avoid any confusion related to time our country have taken the central Meriden passing through mirzapur in up as the standard Meridan for the whole country.
