the sun rises in 2 hours earlier in arunachal Pradesh as Pradesh as compared to Gujarat in the West but the watches show the same time .how does did happen?

ii) as anachal Pradesh falls in the very North side..... that's why this state receives the first sun rise before 2 hours as compared to Gujarat....... because of Standard Time of India the clocks show same time
