The sun rises two hours earlier in Arunachal Pradesh as compared to Gujarat ,but still the watches show the same time , because the time along The Standard Meridian of India ( taken to be 82° 30′ E ) passing through Mirzapur has been taken as the standard time across the country.

a sun rise and sun set is a phenomenon base on atmosphere reflection and position of latitude and longitude.thats why the sun rises earlier in arunavgal pradesh and time of both the places is same due to standard time meridian.
