The sun rises two hours earlier in Arunachal Pradesh as compared to Gujarat
in the west but the watches show the same time. How does this happen?

Answer:

India is a very large country with many longitudes passing through it.

So if each place selects its own longitude for time, there will be a lot of confusion.

To avoid this we have selected 82°30' E longitude as the standard

Meridien.

This is called IST (Indian Standard Time). So clocks show the same time.

hope this helps you
