this is bcoz time along the standard meridian of india that is 82 degree 30 minutes east passing through mirzapur is taken as standard unit of time ..

this avoids confusion which can occur due to the time between country ies ..

This is because of different longitude and Same IST (Indian Standard Time).

-Arunachal Pradesh and Gujarat are located at a different longitudes. But, Both Longitudes have same Time.

As, Gujarat and Arunachal Pradesh have different longitudes, So it is found that, the Sun rises earlier in Arunachal Pradesh as compared to Gujarat. We know that, The Time of each location in a specific country is same. Either it's Longitudes are different or any there is far distance between them. Therefore, Sunrises earlier in Arunachal Pradesh due to their different Longitudes.
