The sun rises two hours earlier in arunachal pradesh as compared to gujrat in the west but the watches show the same time. how does this happen?

Because in both places Indian Standard Time is followed but Arunachal Pradesh is more eastward therefore sunrise two hours earlier than Gujarat.
