the sun rises two hours earlier in Arunachal Pradesh as compared to Gujarat in the West but the watches show the same time how does this happen

This happens because although the local time of many cities is different but india has made a rule that all of its cities should follow the IST(Indian Standard Time) which is also the time that all the watches in India show
