Answer- The watches show the same time because:

The whole of the India operates to a single time zone i.e India Standard Time ( IST). It is 5:30 hours (5 hours 30 minutes) ahead of Greenwich mean time(GMT+5.5). It is calculated on the basis of 82.30' E longitude which passes through Allahabad. So, officially there is no time lag between Arunachal Pradesh and Gujarat.

Sun rises 2 hours earlier in Arunachal Pradesh in compare to Gujarat because:

Gujarat lies between 68° E and 74° E longitude and whereas, Arunachal Pradesh is located between 91.20° E and 97.30° E longitude. So, approximately both the states have 29 degree longitude difference in term of location. The time difference between each degree of longitude is 4 minutes and If we go eastward, the local time is advance by 4 minutes with each additional degree and vice versa. As, Arunachal Pradesh lies on eastern side, it will have an advance local time {29 × 4 = 116 (approximately 2 hours}. Therefore, Arunachal Pradesh is 2 hours ahead of Gujarat in term of local time.
