This is because of different longitude

 \textbf{Extra information:-}

Arunachal Pradesh and Gujrat are located at a different longitudes. Each Longitudes has different kind of Time. The standard meridian of India pass away through Mirzapur.

Arunachal Pradesh is not a part of Indian meridian which passes through Mirzapur. While, Gujrat is located at a different Standard meridian.

=> Gujarat lies between 68° E and 74° E longitude.

=> Arunachal Pradesh is located between 91.20° E and 97.30° E longitude

Also, Arunachal Pradesh is located at Eastern part of India. It means that, there will be very Huge distance in time.

 \textbf{Reason for time difference:}

1) India consists of 30° longitude.

2) There are 30° longitudes between Arunachal pradesh and Gujarat.

3) 30°* 4mins=120 mins

4) 120 Mins is equal to 2 Hours.

So, There is a 2 hours time different between Gujrat and Arunachal Pradesh.

ANSWER :)

The longitudinal gap between Arunachal Pradesh and Gujarat is about 30°. Due to this, there is time lag of about two hours between these states. Since Arunachal Pradesh is in the east hence the sun rises earlier here compared to in Gujarat. The Indian Standard Time is taken from the time of Standard Meridian of India and hence, the watches show the same time in both the states.
