The sun rises two hours earlier in arunachal praeah as compared to gujrat in the west but watches show the same time because of indian standard time (IST)

The local time of Arunachal pradesh is different from Gujarat because they lie on different longitudes

But clock show same time because of standard time called as IST

IST is +5.30 ahead of Greenwich meridian time (GMT)
