This poem is actually a part of syllabus of Masters of English literature.

In this poem, Julia Lithebe had tried to present the issues of racism and the overall poem is an allegorical one.

It has basically discussed about the troubles faced by people during the period of colonialism when people had to live hard lives in colonies under the imperialists.

This was termed as "sunshine'. Sunlight enters with a narrow speck of light and then shows its true colors gradually. In a  similar way, the white people entered into various parts of colonies saying that they wanted to trade in those countries, and later these white people proved to be disastrous for others.

Again the mere power of a local government has been compared with the light emitted by a candle whose light is quite mere as compared to the brightness of the Sun.  

Gradually as people experienced the impact of the white people i.e the British, they started to sing positive chants for them without realizing what awaited next.

So people were actually unaware about their disastrous ending that they were going to face soon at the hands of the British people.
