According to question,

=> 4 pi a^2 / 4 pi b^2 = 16 / 9
=> a^2 / b^2 = 16 / 9
=> a/b = 4/3

V1 / V2 = 4/3 pi a^3 / 4/3 pi b^3
=> V1 / V2 = a^3 / b^3
=> V1 / V2 = (4 /3)^3
=> V1 / V2 = 64/ 27
=> V1 : V2 = 64 : 27
According to question,
