Answer:

The Qin dynasty (221–207 BCE) established the first centralized Chinese bureaucratic empire and thus created the need for an administrative system to staff it. Recruitment into the Qin bureaucracy was based on recommendations by local officials. This system was initially adopted by the succeeding Han dynasty (206 BCE–220 CE), but in 124 BCE, under the reign of the Han emperor Wudi, an imperial university was established to train and test officials in the techniques of Confucian government.

The Tang dynasty is known as China's "Golden Age". With many accomplishments in the field of government, art, and religion, the Tang dynasty earned a great title.

To maintain an orderly rule, emperors relied on the bureaucratic system. It was composed of departments called bureaus and had its own responsibilities. The departments such as the department of agriculture, the department of roads and waterways, and so on. each department had skilled workers, who work according to their skills and capabilities.

The hiring of the bureaucrats was on the basis of the results of the civil service examination. The tang empire hired educated scholars instead of wealthy aristocrats. The exam was difficult and years of study were required to pass. Only the sons of wealthy aristocrats took the test, even though any man from any social class took it. the reason behind it is that the wealthy aristocrats were able to afford to go to schools and prepare for the test.
