With the end of the 18th century, France was on its brink of bankruptcy because of its costly participation in the American Revolution and the excessive spending of King Louis XVI and his predecessor. In addition to to the "royal coffers" being depleted, twenty years of poor harvest, cattle disease,drought, and rising prices for bread had created unease among farmers and the urban poor. Many voiced contempt for a government that levied high taxes – which did not offer any relief
