This is a very important issue. The title says it all. You are right that the Tehri Dam has equally sound arguements on both sides. Surely, it has the state against the communities. We all know the large scale displacement that big dams do. Likewise, the other 2 issues.
However, what we fail to realize is that development and environment conservation are not mutually exclusive. Both can happen at the same time. We all know that big dams do a lot of damage. I think that the Government should seriously explore the potential of micro hydel projects. Likewise, rooftop solar projects should be explored. The Government should also look at the possibility of people developing electricity through these small projects and feeding back the excess electricity into the grid. There is nothing new about these things and they are already being done in developed countries as well in a much smaller way in India as well.
