The temperature at a place rises from – 20c to 20c. What is the rise in temperature ?

Looking at the interval between the freezing point and boiling point of water, Celsius is an interval of 100 degrees and Fahrenheit is an interval of 180 degrees (that’s not an accident). Reducing, for every 5 Celsius degrees, you have an equivalent of 9 Fahtenheit degrees. 20 ÷ 5 = 4 such intervals. 4 × 9 = 36 °F.

So, a 20 °C rise in temperature is the same as a 36 °F rise in temperature. Note, this is not saying the same thing as “20 °C is the same temperature at 36 °F.” which is manifestly false. You are asking after relative temperatures, or changes in temperatures.
