Boiling occurs only when liquid hits it boiling point.
But Evaporation occurs when under boiling point liquid's molecules gain enough K.E. to escape its intermolecular force. and at surface it turns into its vapour state.
E.g: When you sweat in summer, it is not that your body is boiling. It is evaporation happening to cool your body.
That's why you feel cold when you sweat breeze blows and your family scold when you directly come in contact of A.C. after a sweaty day and afterwards you feel cold
