Answer:8 pm.

Step-by-step explanation:As it decreases by a constant rate we can easily find the time in which the temperature was -9°Celsius.

Difference between starting and ending temperature=15-(-9)=15+9=24°Celsius

So the temperature decreases by 24 degrees . As it reduces by 3 degrees each hour, the number of hours =24/3=8 hours

Therefore the time at which it was -9°Celsius= 8 hours after 12 noon =8 pm.
