Or
The jewels were stolen by thieves.
Both the above provided sentences are correct.
- While changing a sentence from active to passive voice this should be kept in mind that the word 'by' needs to be added at the end.
- If we do not want to use the word 'by' at the end, we can eliminate the subject. But, it usually is not done, or is done when the subject can be guessed easily.
- For example here 'thieves' could have been easily assumed.
- The usage of words like 'were' should also be looked at carefully.
- The motive of changing the voice is to change a statement in active voice to passive voice without changing it's actual meaning.
