Only the members of third estate used to pay taxes. The king was going to increase tax by calling estate general meeting. But there voting was not according to one man, one vote but assembly as a whole. The members of the third estate wanted one man, one vote. But the king rejected this proposal. This led to the third estate declaring themselves as the National assembly swearing not to disperse until they drafted a constitution.
