The quality / strength of cement is an element of its porosity. As we need a specific measure of water for the development of the hydration items. However, if more water is added (incremented w/c proportion), we dilute the cement and make more water-filled pore space between the grains, for example we find less nuclei for the hydrates in every volume unit. Hydrates need to become bigger and bigger to cover the spatial gap (the water) among them and to collaborate and to create strength either physically or synthetically .
