the todays question is the how to make spawner in Minecraft​

Type /give (username here) minecraft:mob_spawner and then get any spawn egg out of creative and right click the spawner with it then you should be good to go. If you want a mob spawner block just type /give @p mob_spawner , then place and right-click with a creeper egg.

In Minecraft you can't do it in survival mode you can actually find mob spawners. And use them to create like experience farms in survival mode but in creative mode. There's not a spawner block.
