Tongues do not get choped on speaking but the hands do get chopped on writing. The above lines were said by the writer Prem chand .

His this words mean that We can correct ourselves while speaking but once written, we can't correct it. He also means that we should be more careful while writing something .we should make sure it doesn't criticize anyone whatsoever.He also wants everyone to realise that Writing is more complex ,incorrigible and higher than speaking.
