Principle of equipartition of energy tells us the smoke particles have the same average kinetic energy (of random motion) as the air molecules.
But smoke particles have a much bigger mass than air molecules therefore are moving slowly.
The smoke particles are performing 'Brownian motion' - being 'knocked about' by surroundng air molecules but changing their average position only slowly.
As a result, the average speed of diffusion of smoke particles is small and (in the absence of significant turbulence) a smoke cloud is relatively stable.
