India will never become a developed nation, if it does not seek strategies to arrest this monstrous population growth.
Restricting the number of children a women can have, will not be an effective strategy in India. I can think of four realistic alternative strategies to arrest this monstrous growth:

Raise food prices significantly. This will be every effective at getting rid of the poor, as they cannot afford to survive. It will create a massive famine, where the poor and uneducated will perish. This will also lead to increased crime, as the poor seek alternative ways to survive. This is by far the best strategy, as only the unwanted and useless will perish. (India would need to hide this famine from the rest of the world and reject any foreign aid.)
Ask China for another virus. A virus with a near 80% death rate, most preferably. The virus would need to be released in the poorest states and least developed areas of India. Unfortunately, the rich might also become victims, as the virus would be extremely difficult to control. (India would need to shut all its borders, no matter whatever the cost, in order to keep the epidemic internal).
Forcibly castrate as many men as possible, and sterilize as many women as possible. This could happen in laboratories, which will take an awful lot of time. Or, the military could go around shooting as many men, as they can find, in the balls.
Create a man-made nuclear disaster, like the Chernobyl incident. The radiation will kill millions, and discourage people from reproducing. Unfortunately, the price will be heavy environmental damage.
