the tounge does not get chopped on speaking, but the hands do get chopped on writing- who said this?

The famous writer Premchand said, "The tongue does not get chopped on speaking but the hands do get chopped on writing."

He said these lines to show that writing is relatively more complex and demanding than speech. 

According to him while speaking it is possible to correct ourselves on the spot and avoid a misunderstanding. But this facility is not available for the written language.
