Guard of a Train is the In-Charge of the Train, technically — therefore even after getting a Signal to Proceed; a Loco Pilot can not start the train without getting clearance from the Guard — that's why Green Flag is waved or a Green Light Hand Signal is displayed in a prescribed manner.

The Guard of a passenger carrying train / coaching train is duty bound to see that all passengers have boarded safely and the train is All Ready (ready in all respects) to start and informs the same to the Loco Pilot. This Signal is known as All Ready Signal. Also, in case of anything the Guard has the Authority to ask the Loco Pilot to stop by using the walkie talkie and /or by applying the Brakes. This is the reason why Guard's Van is also called as Brake Van in Indian Railways.
