Answer:

We should chop down the tree before the rain starts or not, it depends on the condition and position of the tree.

If the tree is very big and is almost uprooted and grown near electric poles or houses in residual area then it is  better to chop down the tree before the rain starts. Because, if it has a tendency to fall and if it falls then it ay cause the tearing of the electric wires, breaking of house and other damages. Moreover, we can't decide that in which direction and how the tree will fall so, its better to chop down the tree before rain.

If the tree is not so big, it is not nearer to any electric pole or in any residual area then if the root of the tree is uprooted or may not uprooted but, I should always suggest to not to chop down the tree at all.
