This sentence was quoted by Mahatma Gandhi, who was very concerned about the development of rural India.

He saw that the major part of India comprised of small villages that were deprived of all basic facilities, like proper foods, residences, education, healthcare and roads.

So he stressed over the development of the Indian villages, to improve the lifestyle of the people living there.

Also, he mentioned that rural development would lessen the burden of extra population in the cities, which was caused due to flocking of rural people to urban areas.
