The Union Territories get the representation in b) Rajya Sabha.  

Union Territories are the territories that are directly ruled by the “Central government”. An administrator is appointed by the central government for the administration and management of the “Union Territories” and they have their own legislators. Article 240 accords and chalks out power to the President for the management of the “Union Territories”.  

To this Chandigarh, Puducherry and Delhi are an exception and not in the frame for it. Only two Union Territories ‘Delhi’ and ‘Puducherry’ are represented in the “Rajya Sabha” i.e. the upper house of the parliament.
