the upper floors of a multi storeyed building are hotter in summer and colder in winter than floors at a lower levels why?

In summers the hot air rises above and the cool air settles because of heavy molecules plus, the heating during day light by sun adding to the living oven effect. Whereas in winters the upper floor insulates the lower floor and is directly hit by blowing winds thus making it cool in winter.
