The valency of argon is zero because it has 8 elctrons in its outermost shell and never donates, gains or shares the no. of electrons as its octet is always complete.

yes, it's outermost orbital is completely filled. so,it neither lose nor gain any electron that's y it ia inert n known as noble gas.
