The electronic configuration of argon is 2,8,8. The outermost shell has 8 electrons so there is no need to gain or loose electrons to make it octet(i.e.8 shells in the outermost shell). Hence its valency is 0

Noble gases are the gases which have their shells that have completely been filled with electrons, i.e., they have 8 electrons in their outermost shell.

Such a mode of arrangement is call Octet rule, wherein the outermost shell of an electron of an atom needs to have only 8 electrons or less.

Since argon has 8 electrons, it cannot take anymore electrons because it follows the Octet rule.
