There is need to be atmost 2 electrons are present in first shell of an atom . and in second shell there are 8 electrons are needed to form stable octate. but oxygen only have 6 electrons in 2nd shell.so,oxygen needs 2 electrons to complete its octate. HENCE,THE VALENCY OF OXYGEN IS TWO .
