this is because the atomic no of Potassium is 19 and the rule says the last electrons will be not more than the 8 and if the no. of electrons are more 8 then it will be written in the form of 8,8 or the last electronic configuration will be the last shell's electron.

The electronic configuration of potassium is 2,8,8,1 .
This is because the potassium comes in 4th row.
The electronic configuration of an element also depends upon , to which row does the element belongs.
Potassium is in 4th row , So its atom will distribute in 4 shells.
