 \frac{1 {}^{3 \times  \frac{ - 2}{3} } }{3 ^{3 \times   \frac{ - 2}{3} } }  =  \frac{1 {}^{ - 2} }{ {3}^{ - 2} }  =  (\frac{1}{3}) {}^{ - 2}
 =  =  >  \frac{9}{1}  = 9
