Hence

 {3}^{ - 1}  \div  {3}^{ - 2}  = 3

Remember when bases (here x) are same,

 {x}^{m}  \times  {x}^{n}  =  {x}^{m  + n}  \\  {x}^{m}  \div  {x}^{n}  =  {x}^{m - n}  \\ ( {x}^{m} )^{n} =  {x}^{m \times n}

By using the second one we solved this question.
