Yes, it is true that value of "g" is greater at poles than that of at equator of earth. But value of "g" at Equator is 9.8 not 0.

To understand this mechanism better let us take an example that in magnet the poles attract or repel stronger that the center but that doesn't mean that there is no magnetic attraction at center. Similarly, gravitational power at poles is more than that of center of Earth but value of g at center of Earth is not 0.
