As we all know that in coincident lines

A1/A2=B1/B2=C1/C2

so in this question rearrange the first equation as

3x-y=-8

NOW;

let 3 as A1

6 as A2

-1 as b1 ( because y is in minus)

k as b2

so now

3/6=-1/k

1/2=-1/k

after cross multiplication

-2=k
