= { (\frac{9}{4} )}^{ 3}  \times  {  (- \frac{2}{3} )}^{3}

= \frac{ {9}^{3} }{ {4}^{3} }  \times  -  \frac{ {2}^{3} }{ {3}^{3} }

= \frac{9 \times 9 \times 9}{4 \times 4 \times 4}  \times  \frac{ - 2 \times  - 2 \times  - 2}{3 \times 3 \times 3}

= -  \frac{3 \times 9}{2 \times 4}
