The acceleration is always inward to the centre, at 90 degrees to the velocity. Its effect is to change the direction of the velocity, not its speed. I think the simplest example is uniform (meaning at constant speed) circular motion. ... Therefore acceleration is perpendicular to the velocity at the highest point.

This happens in a projectile motion...at the highest point of the trajectory or path of projectile where y-component of velocity becomes zero
