The velocity time and acceleration time is given by
at = v -u 
Where a is acceleration
v is final velocity and u is initial velocity
t is the time taken

So,
From the data 
u=43 km/hr
u=43/3600  km/sec
v=25 km/hr
v=25/3600 km/sec
a=(-43/3600 + 25/3600)/10
a= -0.0005 km/sec²
a= -0.5 m/sec²

So,
The retardation is 0.5 m/sec²
