When a body is at rest the velocity of the body remains to be 0m/s at every instant. so as the velocity does not change we can say that the body is havimg an uniform velocity

According to me it is considered uniform because the velocity of a object at rest is 0 and it stays 0 until it starts moving and as there is no no acceleration or deacceleration it is considered to be in uniform motion.
