The object on the equator contains velocity when compared to the object poles. It is the main reason why the equator will be smaller than the poles.

Still, an object at the poles has an angular velocity which does not move similar to the pole. Angular velocity is always equal to the earth.

The velocity of earth’s rotation is zero at poles

Because at North pole i.e. 90 degree of north and south pole i.e. 90 degree of south, these spots at rotates very, very slowly speed only once in the 24 hours duration thus, making the effective speed of rotation equal to zero on the poles.

While since the circumference of earth at the equator is 24,901.55 miles, any spot on the equator rotates at the speed of 1,037.56 miles per hour.
