If velocity-time graph is parallel to the time axis, we can say that the body is performing UNIFORM MOTION.

That's is because there is no change in velocity of the car and hence the acceleration is zero.

The graph basically shows that there is no change in velocity with change in time. But the velocity is not zero. So, we can say that the velocity is uniform.

Uniform velocity in other words can be said as zero acceleration.
