The visibility through wax paper is poor because it is translucent in nature.

1) Wax is composed of a simple lipid which is an ester of a long chain alcohol and a fatty acid.

2) The grease of the wax has almost same index of refraction as the paper and so there will be less scattering of light. This is because lower the difference in refractive indices, smaller would be the scattering. Most of the light rays that would've been scattered by non waxed paper is now being transmitted through the paper making the wax paper translucent.

3) Therefore this is the reason for the poor visibility through wax paper.
