volume  \: of  \: cylinder \:  = \pi \: r {}^{2} h \\  \\ 200  \:  =  \frac{22}{7}  \times  {r}^{2}  \times 10 \\  \\ 1400 = 22 \times r {}^{2}  \times 10 \\  \\ 1400 = 220 \times  {r}^{2}  \\  \\  \frac{70}{11}  =  {r}^{2}  \\  \\  \sqrt{ \frac{70}{11} }  = r

NOW , AREA OF Cylinder = pi r^2

 =  >  \frac{22}{7}  \times ( \sqrt{ \frac{70}{11} } ) {}^{2}  \\  \\  =  >  \frac{22}{7}  \times  \frac{70}{11}  \\  \\  =  >  \frac{1540}{77}  \\  \\  =  > 20cm {}^{2}

SO,Area of its base is 20cm^2...
